Statement of Purpose
PLAN-Boulder County (PBC) is a citizens' organization that works to
ensure that governmental policies in the City of Boulder and in Boulder
County be sensitive to all environmental issues. PBC seeks to promote,
through education, political action, and encouragement of public
involvement, a far-sighted and imaginative pattern of land use so that
the area may retain its individual character and remain an attractive
place to live.

It is PBC's goal that unincorporated Boulder County remain essentially
rural and scenic, not dominated by urban development. Each of the
communities in Boulder County should be self-contained, with its own
distinct identity, and with each affecting the natural environment as
little as possible. PBC supports the acquisition of undeveloped rural
land and environmentally sensitive areas for open space, with open land
between cities having a high priority. Good agricultural land and
working farms should be preserved, as well as habitat for wildlife and
native flora, including wetlands and riparian areas.
PBC strongly believes that growth should be discouraged or carefully
directed to meet community goals. In any event, growth should pay for
itself to the greatest extent possible.
PBC supports a balanced transportation system geared not only to the
automobile, but also to public transit, bicycles, and the human foot.
PBC favors programs permitting practical innovations in community design
and mitigation of natural hazards, such as flooding and wildfire.
PBC supports regional cooperation and planning, especially for open
space acquisition, land use, transportation, recycling and waste
management.
PBC encourages the dissemination of information to and generation of
ideas from the entire community and believes that public involvement in
the early stages of each planning process is essential.
PBC supports diversity of people and housing choices, as well as
opportunities for personal growth and achievement within the City of
Boulder and Boulder County.
