PLAN-Boulder County recommends the following action on Ballot Measure 2Q

VOTE “NO” on City of Boulder Ballot Measure 2Q!

 

The Ballot Title for 2Q is deceptive — “…TO REMOVE OBSOLETE PROVISIONS AND TIMELINES FOR ELECTION RELATED MATTERS THAT CONFLICT WITH STATE LAWS; CLARIFY REFERENDUM AND INITIATIVE PROVISIONS FOR LEGISLATIVE MATTERS; SETTING FORTH THE BALLOT TITLE; SPECIFYING THE FORM OF THE BALLOT AND OTHER ELECTION PROCEDURES; AND SETTING FORTH RELATED DETAILS ” —  it sounds like it’s just some cleanup with regard to the initiative process, when in fact, it has far reaching effects.

 

The initiative process is in place to provide a path for the citizens to address issues that the council and the city staff are not addressing. For the initiative process to be fair and useful, it must be clear, certain, and not unduly burdensome.

 

Ballot Measure 2Q creates huge uncertainty for the local initiative process. It will destroy this valuable aspect of direct democracy in Boulder, because it makes the process so time consuming and difficult.  2Q eliminates the current well-designed and functional process, and substitutes the granting of arbitrary powers to the City Manager to set the rules. And worse, 2Q provides no recourse whatsoever, because the City Manager also sets the rules for the appeals process.

 

Initiatives are necessarily adversarial to the local power structure and therefore it is critical that the process not be subject to unnecessary discretion by that very same power structure.
